This paper is presented to the House, in accordance with the suggestion of the Standing Orders Committee in its Report on the Review of Standing Orders [I. 18A, December 1995].
At page 76 of its report, the Standing Orders Committee recorded its support for oral questions to be asked directly of Associate Ministers who have been formally delegated defined responsibilities by Ministers having primary responsibility for particular portfolios.
The Standing Orders Committee proposed that the Leader of the House should table in the House a schedule of such delegations at least annually.
The attached schedule has been prepared in the Cabinet Office for this purpose. It also includes delegations and transfers of Ministerial functions and powers to other Ministers.

Associate Ministers are appointed to provide portfolio Ministers with assistance in carrying out their portfolio responsibilities. The control of the portfolio always rests with the portfolio Minister. This schedule provides a summary list of the responsibilities that portfolio Ministers have delegated to Associate Ministers. In addition to these specific delegations, Ministers may involve Associate Ministers in other issues and general duties associated with the portfolio. For completeness, the schedule also lists the delegations to the Minister for Transport Safety and to the Minister for Building and Construction, and includes transfers of Ministerial functions and powers.
Parliamentary processes for arts, culture and heritage legislation and its implementation, once the Government’s policy has been determined.
Crown entity matters in relation to Creative New Zealand, the NZ Film Commission, the Historic Places Trust, Te Papa and the New Zealand Symphony Orchestra.
Matters within the portfolio relating to cultural sector agencies funded through Vote Arts, Culture and Heritage (Royal NZ Ballet, Te Matatini, the New Zealand Film Archive and the Antarctic Heritage Trust).
Administration of the Government’s policies in relation to the Regional Museums Policy for Capital Construction Projects, and indemnification of touring exhibitions.
Routine activities relating to the National War Memorial Act 1992, the Massey Burial-Ground Act 1925, the Seddon Family Burial Ground Act 1924, the Antiquities Act 1975, the Flags Emblems and Names Protection Act 1981, the Sovereign’s Birthday Observance Act 1952, and the ANZAC Day Act 1966.
Chair of the Pukaki Trust.
General assistance in the portfolio.
All matters associated with intellectual property (including legislation and parallel importing).
Role/Responsibilities
Work with the Minister of Conservation and the Minister in Charge of Treaty of Waitangi Negotiations and Minister of Maori Affairs on Treaty negotiations and foreshore and seabed discussions.
Assist the Minister of Conservation with considerations of use of public conservation lands and waters in Treaty settlements and their future management.
Assist the Minister of Conservation with resolution of outstanding leases on Te Paki Farm Park, Cape Reinga, and any other leases that may arise on public conservation areas and waters.
Assist the Minister of Conservation with issues relating to the Nga Whenua Rahui Trust and Matauranga Kura Taiao Fund.

Day to day responsibilities and powers of the Minister of Finance in his role as a shareholder in all SOEs, CRIs, and other entities for which the Minister has a shareholder interest, excluding powers in relation to capital injections, approval of borrowing, and any statutory powers relating to directors.
Responsibilities of the Minister of Finance for business and land decisions, and special land decisions under the Overseas Investment Act 2005 and its regulations that relate to airports, airport land, or land that is significant for Air New Zealand.
Customary fishing issues and taiapure-local fishing matters.
