STATEMENT OF OBJECTIVES AND SERVICE PERFORMANCE
OUTPUT D2: SECRETARIAT SERVICES

This class of outputs involves the provision of impartial secretariat services to Cabinet, Cabinet Committees, the Governor-General and the Executive Council, and the promulgation of their decisions. It also includes the development and promulgation of information, advice and guidelines on the nature and operations of the central processes of executive Government, and the administration of Royal Honours.

Administer the meetings of Cabinet and its Committees.

Key Task Preparation for the incoming Government following the General Election.
Achievement The Cabinet Office supported caretaker government decision-making during the transition period between the election and the swearing in of the new Government. It also provided support and advice as required to establish a new Cabinet Committee structure, terms of reference and membership. The Cabinet Office supported the re-establishment of government business under the incoming Government and maintained high quality secretariat services throughout the period of change.

At the request of the Prime Minister, the Cabinet Office implemented stricter protocols in May 2000 for the timely receipt of papers and distribution of submissions for Cabinet and Cabinet Committees.
 

Key Task Promulgate and monitor guidelines, and other quality assurance requirements for Cabinet's decision-making processes
Achievement Procedures and guidelines have been modified at the request of the Government to improve the management of a variety of quality assurance processes of Cabinet and Cabinet Committees. In May 2000 the Cabinet Office issued a comprehensive guide "Cabinet and Cabinet Committee Processes" to assist ministers' offices and departments to prepare papers.

The Cabinet Office provided about 50 briefing seminars for departments and other agencies seeking to improve the quality of their advice to ministers, Cabinet, and Cabinet Committees.

A full day's briefing was arranged for new ministers on 14 December 1999. Oral and written briefings have been provided to the Prime Minister and ministers as required.

New staff in ministers' offices received a preliminary briefing in December 1999 on procedures for supporting their ministers at Cabinet and Cabinet Committees.

A series of briefing sessions for individual ministers' offices were undertaken in May and June to update offices on the revised protocols to be observed for improving services to Cabinet and Cabinet Committees.
 

Key Task In support of the chairs, moderate arrangements for the presentation of policy advice by officials to Cabinet and at Cabinet committees.
Achievement The Cabinet Office provided advice and support to the Prime Minister, chairs of Cabinet Committees and officials on the management and procedures for 227 Cabinet and Cabinet Committees.
 
Key Task Prepare agendas and accurate, well judged summaries of submissions for Cabinet and Cabinet Committees.
Achievement The Cabinet Office prepared 1963 summaries of submissions to Cabinet and Cabinet Committees. 89% of the submissions to Cabinet and Cabinet Committees were distributed to ministers' offices by the Cabinet Office deadlines (75% of submissions were received in the Cabinet Office by the Cabinet deadlines).

In May 2000 internal deadlines were changed to give ministers and departments more time to consider papers before Cabinet and Cabinet Committee meetings.
 

Key Task Record the decisions of Cabinet and Cabinet Committees in accurate, timely and well-judged minutes.
Achievement 98% of all minutes did not require amendment by the Cabinet Office.

95% of all Cabinet Minutes were issued within three days of the Cabinet meeting. All Cabinet Committee minutes were distributed within three days of the Cabinet Committee meeting.

Executive Council

Key Task Provide secretariat support for the Executive Council.
Achievement The Cabinet Office provided secretariat support to 32 Executive Council meetings, including four special meetings. The Executive Council considered 207 items. The Cabinet Office organised the swearing-in ceremony of the new ministers in the Labour/Alliance coalition government at Government House on 10 December 1999.

Honours

Key Tasks Provide impartial and effective support for the compilation of honours lists and the administration of the honours system.

Implement bravery and gallantry awards in the new honours system

Arrange design, manufacture and supply of honours insignia and documentation.

Achievements The Cabinet Office advised the Prime Minister on the compilation of the New Year 2000 and The Queen's Birthday 2000 lists, including a special list for East Timor, and the first bravery and gallantry awards list under the new New Zealand Royal Honours system.

The principal elements and all associated insignia of the New Zealand Royal Honours System have now been implemented.
