STATEMENT OF OBJECTIVES AND SERVICE PERFORMANCE
OUTPUT D4: COMMUNICATION SERVICES

This class of outputs provides for services to assist with the purchase of media time and space for Government public information programmes and the monitoring of information programmes against the Government's guidelines and assisting in their delivery. Outputs will also include the development of information strategies and the facilitation of public information in areas of inter-agency or strategic policy.

Communication of Government policies

Key Task Liaise with officials groups through the Policy Advisory Group to provide early assistance and guidance on public information aspects of government policy.
Achievement During the year under review, the Communications Unit provided assistance and guidance on the public information aspects of a number of public policy issues, including:
  • Department of Work and Income student allowances advertising;
  • Government Information Technology projects;
  • Year 2000 millennium bug;
  • Illegal migrants;
  • Health sector changes;
  • Climate change;
  • Crime prevention issues;
  • E-government; and
  • Crown entity reform.

Key Task Provide impartial and professional advice on public information aspects of Cabinet and other policy decisions to the Prime Minister and/or other Ministers.
Achievement The Communications Unit provided advice to the Prime Minister and Ministers on a range of public policy issues, including:
  • Inland Revenue Department's public information programme on tax simplification measures.
  • The ministerial approvals procedures for publicly funded advertising and publicity programmes.
  • The release of the independent review of public sector management of major IT projects.
  • The drafting of the Government's e-government policy statement.
  • Communication of the Government's programme for Crown entity reforms.

Support of public information programmes

Key Task On request from government departments and agencies, offer professional advice and guidance on effective methods for purchase and delivery of public information programmes.
Achievement The Communications Unit offered professional advice and guidance to the following departments:
  • Foreign Affairs and Trade (international communications strategy for APEC);
  • Y2K Readiness Commission (public awareness campaign);
  • Emergency Management (media management of New Year's Eve 1999);
  • State Services Commission (editorial services, e-government, Crown entity reform);
  • Internal Affairs (visit of three Heads of State);
  • Ministry of Health (public health sector changes);
  • Inland Revenue (tax simplification); and
  • Inter-departmental groups on:
    • food labelling
    • climate change
    • boat people
    • border control.

Negotiation of Government advertising benefits

Key Task Annual volume incentive discount (VID) and other incentives will be negotiated annually with all media and Government agencies notified within 30 days of the outcome.
Achievement VID negotiations for the year ending 30 June 2000 were completed and departments were informed by the end of July.
