Foreshore and Seabed Group


The Foreshore and Seabed: Government Proposals for Consultation

The Department of the Prime Minister and Cabinet played an important co-ordinating role in the development of the government's foreshore and seabed proposals, and an extensive consultation process on the proposals, in the latter half of 2003.

The Foreshore and Seabed Group was set up in January 2004 to support the foreshore and seabed policy development process generally, and assist with the drafting of the Foreshore and Seabed legislation. The group also had a role supporting and assisting the Fisheries and Other Sea-Related Legislation Select Committee which considered the Bill from June to November 2004. The foreshore and seabed issue linked a range of different ministerial portfolios. Accordingly, a whole-of-government outlook was essential for delivering accurate and expert advice on how the government’s policy objectives could be met. The Ministry of Justice is responsible for administering the Foreshore and Seabed Act 2004, which was enacted in November 2004. Further information and a link to the new legislation can be found on the Foreshore and Seabed page on the Ministry of Justice website, www.justice.govt.nz/foreshore.

Available for viewing on www.beehive.govt.nz/foreshore/ is the Departmental Report to the Select Committee prepared by the Department of the Prime Minister and Cabinet, in conjunction with the Ministry of Justice and several other departments. The Beehive site also contains background material on the development of the legislation, including speech notes, media releases and policy developments.

The Group also had a role in improving the effectiveness of Maori involvement in local government decision making that affects the coastal marine area. A survey of councils on the current level of engagement with Maori (pdf) is published on the Local Government New Zealand website.

 

The Foreshore and Seabed Group was disestablished in January 2005.
