All highly classified Cabinet and Cabinet committee papers must be signed by a Minister.
Ministerial signature is arranged by the Minister’s office. If the portfolio Minister is not available to sign, another Minister may sign on the portfolio Minister’s behalf, including a Minister outside Cabinet (but not a Parliamentary Under-Secretary).
Associate Ministers may sign Cabinet and Cabinet committee papers within their designated area of responsibility, provided that the portfolio Minister agrees with the paper’s submission. This agreement can be shown by including the appropriate information on the CAB100 consultation form.
