The Development Pathways Tool can help you identify how to develop your skills (or your team’s skills) to the next level of policy practice.

The Development Pathways Tool takes each element of knowledge, applied skills and behaviours required to become a policy professional (as described in the Policy Skills Framework)

    • Learning the importance of planning monitoring and evaluation early.
    • Developing an understanding of what to measure and why, different methods through Te Ao Māori, and different types of evaluation.
    • Generates learning from findings of previous monitoring and evaluation.
    • Understanding how monitoring and evaluation contributes to real-time adjustments.

    • Learn about the different types of evaluation, including formative, process, system, impact and outcome evaluations.
    • Learn about the difference between qualitative and quantitive information, and the role they play in monitoring and evaluation.
    • Go to the BetterEvaluation website to learn how to better plan, manage, conduct and use evaluation.
    • Have a look at the results of some of your agency’s past evaluations to understand how they can generate evidence and insights to inform new policy development.
    • Read Superu’s guide Making sense of evaluation to help you build evaluation into your policy making.

    20% learning from others

    • Seek any opportunity to work with a senior colleague on an evaluation.
    • Ask a senior colleague to explain how they have set indicators to help evaluate outcomes on their own policy project.

    10% formal training

    • Talk to your manager about any training opportunities that are available through your agency.

    Develops and applies fit-for-purpose measures and indicators to monitor policy outcomes. Builds results of evaluation into policy making.

    • Plans enablers for monitoring and evaluation early in policy development.
    • Can identify meaningful information, quantitative and qualitative measures and indicators of effectiveness, impacts, and systems.
    • Can apply Te Ao Māori, matāuranga Māori, and kaupapa Māori methodologies to monitoring and evaluating outcomes for Māori.
    • Works with evaluation specialists to assess results, and can extract lessons learnt into policy making.

    70% on-the-job learning

    • Ensure that policy projects allow sufficient time for data collection and analysis.
    • Critically evaluate the accuracy, completeness, consistency, uniqueness and timeliness of data you use as evidence.
    • Review guidance on how to evaluate an engagement process in the Policy Community Engagement Tool.
    • Learn how to design and implement or commission an evaluation or review of a policy initiative.
    • Share and present your data analysis and evaluation findings from specific projects and discuss lessons learned.

    20% learning from others

    • Consult and work with data specialists, survey design specialists, co-design and public participation experts, and evaluation experts to learn about and ensure the appropriateness of the:
      • design and collection of data and research
      • design and use of survey tools for collecting qualitative information (e.g. Survey Monkey)
      • design of evaluation tools to measure the effectiveness of current policy interventions or post policy implementation effectiveness.
    • Join relevant communities of practice or networks (e.g. Government Economics Network).

    10% formal learning

    • Undertake a programme evaluation course (e.g. Programme Evaluation – Supporting Evidence-Informed Practice by University of Auckland).

    • Promotes the benefits of using high quality evaluation to create a shared understanding of the policy objectives and outcomes.
    • Commissions fit-for-purpose monitoring and evaluations, with a focus on working with stakeholders to ensure the findings are credible and useful.
    • Understands the value of investing in data collection and measuring, and uses the results of monitoring and evaluation to inform policy advice.
    • Can effectively engage with and communicate the key findings, messages, and lessons from monitoring and evaluation to different audiences.
    • Builds relationships with evaluation experts to help assess the results.
    • Embeds an evaluation culture across the team and agency.

    • Attend events run by the Chief Science Advisors forum on policy evaluation.
    • Regularly scan relevant research and evaluation findings and interpret them for policy insights.
    • Work with specialists on policy interventions needing evaluation, and institute an appropriate methodology.
    • Share and present your evaluation findings from specific projects and discuss lessons learned with junior colleagues.
    • Read the Aotearoa New Zealand Evaluation Association and Superu Evaluation Standards for Aotearoa New Zealand ANZEA (the full evaluation standards and a summary version of the standards are available).
    • Read the United Kingdom’s Treasury’s Magenta Book: Central government guidance on evaluation.

    20% learning from others

    • Work with an evaluation specialist to plan, design, oversee the evaluation of a policy project.
    • Lead a policy project with a more senior colleague and use methods and approaches to evaluation such as those set out by BetterEvaluation (see What is evaluation?).

    10% formal training

    • Attend a course on evaluation in public policy such as University of Auckland’s Programme Evaluation: Supporting evidence-informed practice.
    • Attend a course run by the Aotearoa New Zealand Evaluation Association.
