The devastating events of the past year, principally the tragic earthquakes in Canterbury and the Pike River mining disaster, along with the ongoing effects of the global financial crisis, will have a significant influence on the work of the Department of the Prime Minister and Cabinet in the coming twelve months.
The department of the Prime Minister and Cabinet operates at the centre of New Zealand’s government processes to provide professional advice and support to the Prime Minister and Cabinet and, through the Clerk of the Executive Council and Government House, to the Governor-General.
This circular sets out the new processes for selecting Law Commission projects and confirms existing processes that still apply to Law Commission projects.

This Circular updates and replaces Cabinet Office Circular CO (98) 15, “Financial Veto Procedure” 15 October 1998. It provides an outline of the Crown financial veto procedure contained in Standing Orders 326 to 330 of the House of Representatives, and advice on the administrative arrangements within government to support the veto power and on the responsibilities of Ministers, Ministers’ offices and departments under those arrangements.
